Tampa Soil Guide: Why Sandy Soil Changes How You Water and Fertilize

Quick answer: Most Tampa-area landscapes sit on sandy soil that holds very little water and very few nutrients. UF/IFAS research on Florida’s sandy soils reports that almost 100% of the nutrient and moisture-holding capacity depends on the less than 2% of the soil that is organic matter. That single fact explains most Tampa lawn problems: water drains past the roots, fertilizer leaches before the grass uses it, and both get worse in the summer rainy season — which is exactly when the City of Tampa prohibits nitrogen and phosphorus fertilizer, from June 1 through September 30. The fix is not more water and more fertilizer. It is building organic matter, watering deeply and less often, and feeding at the right times.
What is Tampa’s soil actually like?
Sandy. Florida’s mineral soils are dominated by sand, and sand behaves in ways that clay does not. The particles are large, the gaps between them are large, and water moves straight down through those gaps instead of being held in the root zone. Nutrients dissolved in that water go with it.
The organic fraction is what does the holding, and there is very little of it. UF/IFAS reports Florida sandy soils typically carry under 2% organic matter, with tested samples coming in under 1%. Their summary of the consequence is blunt: almost 100% of the nutrient and moisture content of these soils depends on that small organic fraction, so the soils “usually struggle to provide a sufficient amount of nutrients and soil moisture to growing plants.”
That is not a soil defect to be fought. It is the starting condition every Tampa landscape works from, and the practices that succeed here are the ones that account for it.
Why does my lawn dry out days after watering?
Because sand cannot hold what you applied. Water passes below the root zone, where roots cannot reach it.
The lever is organic matter, and the effect is measurable. UF/IFAS research reports that every 1% increase in soil organic matter helps soils hold up to 20,000 gallons more water per acre, and that in laboratory testing every 1% increase in organic matter equated to roughly a 2.3% increase in the water-holding capacity of sand. Raising organic matter is slow work, but it is the only change that alters the underlying behaviour of the soil rather than compensating for it.
The practical short-term response is to water deeply and infrequently rather than lightly and often. Shallow frequent watering keeps moisture in the top inch, where it evaporates, and trains roots to stay shallow. Deeper, less frequent cycles push roots down into a larger reservoir. Why does fertilizer seem to disappear?
For the same reason the water does. Nutrients applied to a sandy soil with almost no organic matter and little capacity to hold them move down with the drainage water. Heavy rainfall or over-irrigation accelerates it.
This is the environmental logic behind the local ordinance, not just an agronomic inconvenience: what leaches past the roots does not stop there. It reaches the water table and the surface waters of Tampa Bay.
What are Tampa’s fertilizer rules?
The City of Tampa’s fertilizer ordinance establishes a restricted period from June 1 through September 30, during which the application of lawn and landscape fertilizer containing nitrogen and/or phosphorus is not allowed. The restriction covers the summer rainy season, when leaching and runoff risk are highest.
The City ordinance is supplemental to the rule of the Environmental Protection Commission of Hillsborough County, which additionally:
- establishes a 10-foot fertilizer-free zone near water;
- requires the use of a deflector shield on fertilizer spreaders;
- prohibits grass clippings, fertilizer, and yard waste from being placed in the street;
- sets training and certification requirements for commercial applicators of fertilizer.
UF/IFAS Extension notes that during the summer restricted period other nutrients — such as potassium, magnesium, manganese and iron — can still be applied. How do I actually improve sandy soil?
Add organic matter, repeatedly. One amendment is an event; soil improvement is a habit. Compost worked into planting beds, and topdressing over time, is what moves the organic fraction upward.
Mulch beds and keep them mulched. Mulch moderates soil temperature, slows evaporation from a soil that cannot hold much to begin with, and breaks down into the organic matter the soil needs.
Return grass clippings to the lawn. Clippings decompose and feed organic matter back into the soil. They must not be blown into the street, which the county rule prohibits outright, and which sends nutrients directly into the storm system.
Stop over-irrigating. Excess water is the mechanism that carries nutrients out of reach. On sand, more water past a certain point is not more available water — it is fertilizer leaving.
Test before you amend. Guessing at pH and nutrient levels wastes money and can make problems worse. A soil test through UF/IFAS Extension tells you what your particular lot needs, which matters because fill soil on newer Tampa lots can differ substantially from native ground a street away.
Does soil explain my grass choice too?
